S. Martinho de Mouros, once a municipality, was conferred with a Royal Chart, that in medieval times granted the privileges of a town. S. Martinho de Mouros, as a municipality, was extinguished with the administrative reforms of 1855, thus becoming a parish integrated in the municipality of Resende. As testimony of those times remain the town hall and the pillory.
The former town hall building was restored and now houses the S. Martinho de Mouros Civic Centre, providing municipal services, exhibition hall, library, auditorium, meetings room and internet station.
